Abstract: The debate over the possibility of governing and the conditions of it must precede the debate over good government. One reason is because only an explanation of its failures can give us a clue as to how to govern well. From that perspective, I propose to develop a theory of government as a conditioned self-government and to explore the possibilities of devising something that we could call indirect government, without forgetting the ambiguity that accompanies these subtle forms of power.

Keywords: Governing, self-government, indirect government, nudging.
